CHIEF ENGINEER / DIRECTOR (IRRIGATION) – ONE (1) POST - V/NO.112/2016
Duties and Responsibilities
An officer at this level will be responsible to the Irrigation Secretary for providing leadership in the irrigation function. Specific duties and responsibilities include:
(i) formulating, implementing and reviewing Irrigation Policy, strategies and
(ii) facilitating and promoting research and technology transfer in irrigation;
(iii) liaising with development partners and other relevant stakeholders in irrigation development;
(iv) developing and overseeing the implementation of departmental strategic plan;
(v) overseeing management of departmental finances and assets; and
(vi) overall management and development of Irrigation departmental staff.
For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years in the grade of Senior Principal
Superintending Engineer (Irrigation), Job Group ‘R’;
(ii) a Bachelors degree in any of the following disciplines: Agricultural Engineering, Agricultural and Bio Systems Engineering, Soil Water and Environmental Engineering, Environmental and Bio Systems Engineering, Biochemical and Processing Engineering or Soil and Water Engineering from a university recognized in Kenya;
(iii) a Masters degree in any of the following disciplines: Agricultural Engineering,
Agricultural and Bio systems Engineering, Soil Water and Environmental Engineering, Environmental and Bio Systems Engineering, Biochemical and processing Engineering or Soil and Water Engineering from a university recognized in Kenya;
(iv) been registered as an Engineer with Engineers Registration Board (ERB);
(v) corporate membership with the institution of Engineers of Kenya (IEK); (vi) attended strategic leadership course in a recognized institution; and
(vii) demonstrated managerial, administrative and professional competence in work
performance and exhibited a thorough understanding of national goals, policies objectives and ability to relate them to the irrigation water use services function.
